Question regarding GB Postal Stationary.

I am confused about the card shown below. I know what it is but until I saw the item I had no knowledge of its existence. I use 'British Postal Stationary' the book by A.K. Higgens and can find no reference to it. It must be there but under what? Can anyone supply any information for me please on this card and any other reply cards that I may have missed.

Does anyone have information on this Post Office O.H.M.S. envelope? What was its use and what is/was a 'Bill Duty'?

As can be seen it was previously used addressed to Polish Forces.
