Polish Refugees - Sweden & Uganda.

I post this cover and the contents that were inside.  I was given the item because of the missing stamps.

On the face of it it has been ruined by some naughty school boy/girl looking for stamps for their collection BUT! Could it have been a censor still looking for hidden messages in 1946.  I know the censorship still went on in Germany post war but there is no cachet!  Did the Swedish censor without cachets?  any ideas?  Also the notes.  Do they belong to the cover? Can anyone read them?  At the time Polish refugees were looking for a country that would accept them on a permanent basis and I am hoping this may be in connection with that.  

Also philatelically, what is 'Valutakontroll' (Value Control?  Currency control?).
